Nawet blisko miliard złotych może stanowić stratę dla budżetu państwa w związku z decyzjami dotyczącymi importu węgla w 2022 roku. Sprawa dotyczy działań podjętych w czasie, gdy funkcję premiera pełnił Mateusz Morawiecki. Podczas konferencji w Kancelarii Prezesa Rady Ministrów poinformowano, że Rządowa Agencja Rezerw Strategicznych złożyła zawiadomienie o możliwości popełnienia przestępstwa. Jednocześnie zapowiedziano dalsze analizy. Dlatego nie wykluczono kolejnych zgłoszeń do prokuratury

W 2022 roku, po wprowadzeniu embarga na rosyjski węgiel, rząd zdecydował o imporcie surowca z innych kierunków. Łącznie sprowadzono około 750 tys. ton węgla. Na ten cel wydano ponad 1,3 mld zł.
Z przedstawionych danych wynika, że około 54 proc. surowca pochodziło z Kazachstanu, 31 proc. z Kolumbii, a 14 proc. z Australii. Import miał zabezpieczyć potrzeby gospodarstw domowych przed sezonem grzewczym. Jednak analiza przeprowadzona pod koniec 2025 roku wykazała istotne nieprawidłowości
